Event Overview
This Round Table looks at the requirement to collect, analyse and hold information about individuals in order to master the threats that stem from terrorism and serious crime. That such information needs to be held is generally accepted, but there is widespread concern over how much of it the authorities require to have, under what security it is maintained and who should have the right to gain access to it.
Data on individuals is also gathered by businesses in the course of their usual consumer focused activities. As well as gathering and holding it, they may manage public services on behalf of a government that has a policy objective to deliver services effectively and economically.
Commercially provided technology can also provide government with the ability to prevent unauthorised disclosure or accidental leakage of information and thereby reduce two of the most widely held anxieties, but technology is only as effective as the use to which it is put. Does the record inspire confidence?
In a democratic society individual privacy is a fundamental right, but the requirements of collective security can justify its limitation. The boundary is difficult to draw with the authorities placing a heavy premium on the safety of society and libertarians wishing to see the state exercising minimal control over the individual.
The Round Table examines the main issues affecting security and privacy in the information society and assesses the scope for delivering effective services in a period which will see an increasing requirement for government to do so at the minimum possible cost.
