He has oversight of the policy for implementing the Identity Cards Act 2006, operational policy for the issuing of passports, co-ordination of the UK's participation in international standards work affecting passports and ID cards and information policy. He set up the initial work on a card scheme in October 2001 and saw the drafting and passage through Parliament of the Identity Cards Act. From 1998 to 2001 he was Private Secretary to David Blunkett and Jack Straw with responsibility for criminal justice policy and the prison and probation services. Prior to this he worked on a variety of business change and IT projects in the criminal justice system. Before joining the Home Office he had a range of roles in the Central Computer and Telecommunications Agency including work on International and European standards for IT communications and the market testing of IT services.
