 Lord Howell of Guildford


Shadow Deputy Leader of the Lords and Shadow Minister for Foreign & Commonwealth Affairs


Lord Howell is currently Chief Conservative Spokesman in the House of Lords on Foreign Affairs and Lords Deputy Leader of the Opposition.

David Howell is an economist, author, journalist and former Cabinet minister.  He was formerly Secretary of State for Energy and for Transport in Margaret Thatcher's Cabinet and was for ten years Chairman of the House of Commons Foreign Affairs Committee (1987-97).  He served as a Member of Parliament for Guildford from 1966 to 1997, is a Privy Counsellor and was created a peer in 1997.

Lord Howell is a regular columnist for the Japan Times and contributes to the International Herald Tribune and the Wall Street Journal.  His latest book, 'Out of the Energy Labyrinth', was published in June 2007.

He was Chairman of the UK-Japan 21st Century Group from 1989 to 2001 and in 2001 he was awarded by the Emperor of Japan the Grand Cordon of the Order of the Sacred Treasure.  He is preseident of the British Institute of Energy Economists, Joint Chairman of the Windsor Energy Group and a Trustee of Shakepeare's Globe Theatre.  He is married with three children.
