Chief Constable, Essex Police; Chair, Digital Policing BoardStephen is the Chief Constable of Essex. His policing career began in 1985 when he joined the Metropolitan Police Service and remained with them up to the rank of DAC for Specialist Operations responsible for protection and security. During his career he was a founding member of the Racial and Violent Crime Task Force, worked to London Gold following the attacks on 7/7 and 21/7, and was the ACPO lead for the phone hacking investigations.
In May 2013 he took up his current role as Chief Constable of Essex, his home county.
Stephen is the national policing lead for Digital Investigation and Intelligence (DII), chairs the Capabilities Management Group (CMG), and is chair to one of the four Professional Communities, his role being to oversee the Crime and Criminal Justice business area.

Police and Crime Commissioner OPCC Sussex; Chair Police ICT CompanyKaty Bourne is the Police & Crime Commissioner for Sussex. She was elected by the public to serve a second term in office in May 2016.
As Police & Crime Commissioner, Katy sets the strategic direction and priorities for policing in Sussex. She is also responsible for setting the police budget (approx £250m) and the local police precept as well as holding the Chief Constable to account for the delivery and performance of the force. In addition, Katy has a statutory duty to commission support services for victims of crime and deliver community safety initiatives and crime reduction grants.
Katy is a non-Executive Director of the national College of Policing Board and Chair of the national Police ICT Company. She is also Chair of the Sussex Criminal Justice Board, a member of the Home Secretary’s National Domestic Abuse Oversight Group and Chair of the Association of PCC’s Police, Technology & Digital Portfolio.

Director of Technology and Digital Transformation, OPCC NorthantsSimon has 25 years’ experience as a digital transformation specialist, leveraging technology and innovation to support improved business efficiency & productivity growth across multiple industry sectors, from start-up to multi-national.
Simon’s current goal is to support increased capacity and capability in Policing. To that end has actively engaged with Police Forces and related bodies to frame the demand landscape.
He strongly believes the introduction of transformational, innovative technologies leveraging the power of insight through data can improve efficiency, capacity and effectiveness. This should be delivered in collaboration, at scale, leveraging technical standards and cloud computing to maximum effect across criminal justice partners and government more widely.

Chief Athletics Commentator; BBC OlympianSteve is one of the UK’s most well-known sporting individuals. As an athlete his career was forged alongside Coe and Ovett to form a period of unprecedented success in British athletics and since retiring has become one of the BBC’s most respected commentators.
In a career spanning over three decades, since appearing as a 17-year-old at the Commonwealth Games in 1978, Steve’s many achievements include six Gold medals at the Commonwealth Games and the European and World Championships. At the 1984 Olympic Games held in Los Angeles he took a Silver medal in the 1500m behind Sebastian Coe. The following year he broke world records in the 1500m, 2000m and Mile, all within 19 days; the latter lasting almost 9 years.
Since retiring from competitive athletics Steve has become a very successful television commentator, first with Eurosport and then with Channel 4 before joining the BBC as the Chief Athletics Commentator. He also works as an ambassador to worldwide Olympic partner Atos.
A huge part of Steve’s life is COCO, a children’s charity he co-founded in 2000 with Jim Panton. COCO has raised well over £4million in the last decade and continues to help thousands of children enjoy the opportunity to receive an education and change their lives for the better.

Head of IT and Digital, West Midlands PoliceHelen has worked within IT transformational change programmes across the public sector for over 15 years. Previously she has worked at HRMC, held a number of positions across the NHS and joined West Midlands Police initially in 2009 where she carried out a number of business change consultancy roles. Helen returned to West Midlands Police as a permanent member of staff in 2016 and became the Assistant Director of IT and Digital in June 2017. Helen is currently leading West Midland Police through the IT elements of a challenging programme of large scale transformational change which is digital by design, and sees the Force introducing cutting-edge technology across a number of core business areas.

Associate, Cityforum; former Director of NAODavid has worked at senior levels in the private, public and voluntary sectors. He is an acknowledged expert in the procurement of major projects, contract management and good governance in the delivery of public services. He has also taken a particular interest in how business relationships can be improved to achieve successful outcomes drawing on his experience as an accredited mediator.
David qualified as an accountant with Price Waterhouse and then developed a career in corporate finance before being asked by the National Audit Office to use his commercial skills to help form their team to examine government projects procured under the Private Finance Initiative (PFI). Whilst Director of the NAO PFI team (2004-13) David led over 50 reports to Parliament working closely with Margaret Hodge MP and other Chairs of the Public Accounts Committee.
David now divides his time between advice, support and training to the government and voluntary sectors including work as an Associate of Cityforum. David was Chair of the National Youth Agency (2013-15) and in June 2017 was appointed to the governing body of the Cambridgeshire and Peterborough NHS Clinical Commissioning Group to advise on finance and performance.

Director of Crime, Policing & Fire Group IT, Home OfficeDave France is the Director for Crime, Policing and Fire Group IT within the Home Office Digital, Data and Technology Function. He is also a Non-Executive Director for the Police ICT Company
He has 30+ years’ experience in delivering complex technology solutions, primarily in the Commercial/Wholesale Banking environment. His experience covers programme and project leadership, through to the construction of architectural road maps and their subsequent delivery along with overall departmental strategy
His major responsibility in the Home Office is to direct the design, build and deployment of National Law Enforcement Systems, ensuring that they are highly effective, efficient systems which leverage modern technologies providing world class law enforcement capabilities.

Minister of State for Policing and the Fire Service HMGNick Hurd was appointed Minister for Policing and Fire at the Home Office on 12 June 2017. He was elected Conservative MP for Ruislip, Northwood and Pinner in May 2010.
Nick is the fourth successive generation of his family to serve as an MP. Before entering politics, he developed a business career over 18 years, which gave him the experience of running his own business and representing a British bank in Brazil (1995-1999).
In the constituency, Nick has helped over 15,000 individual constituents with their issues. In addition, he has led or supported local campaigns to protect the quality of life in the area. These include successful fights against damaging plans to move Harefield Hospital and the Mount Vernon Cancer Centre plus an inappropriate plan by TfL to redevelop the centre of Northwood. Over the last few years, he has worked closely with residents and Hillingdon Council to petition successfully for changes to the HS2 plan, which will reduce the impact on the area.
In Parliament, he has served on the Environment Audit Committee and took the Sustainable Communities Act through Parliament as a Private Members Bill. He has served as an Opposition Whip; Shadow Minister for Charities; and Chair of the APPG for Environment.
He has served as Minister for Civil Society (2010 – 2014); Minister at DFID (2015 – 2016), and Minister for Climate Change and Industry (2016 -2017).
Nick was born in 1962 and is a graduate of Oxford University. He is married to Clare and has six children.

Acting CEO, Police ICT CompanyAn honours graduate of Sheffield Hallam University, Robert has over 30 years’ experience in ICT services-related sales management, business development, and operational and general management across four companies – Nixdorf, NCR, BT and Capita, responsible in both BT and Capita for leading and growing their Police & Justice sector business. Robert joined the Police ICT Company in October 2015, was first appointed Interim Deputy CEO on 1 February 2016 and in April 2017 he stepped up to being Acting Chief Executive Officer of the Company. He brings to the ICT Company his knowledge and contacts across policing and justice stakeholders, including the supplier community.

In his current role as Chief Technology Officer – Public Safety for UK & Ireland, Steve has a team of Architects with a mission to drive the application of technology to deliver better outcomes for our stakeholders. Steve’s focus is on developing new blue print solutions based on managing the data explosion that is currently occurring in Law Enforcement utilising the innovative portfolio that Hitachi offers to all its clients.

Chief Information Officer, Metropolitan PoliceAngus is the Chief Information Officer of the Metropolitan Police Service, (MPS), with responsibility for digital policing and IT transformation, he is also a member of the MPS Management Board. He a non-Executive Director for Housing Solutions, a housing association based in Maidenhead.
Previously Angus worked at BG Group, an oil and gas exploration Company operating across 25 countries, where he held a number of positions including Global CIO, Operations Director of one of the largest gas utilities in the Americas, Senior Vice President Transmission and Distribution responsible for overseeing a number of utility companies across the globe, Head of Global HR Operations, Head of Investment appraisal.
Prior to BG Group Angus was in the Merchant Navy.
Angus has significant general management experience across a number of key disciplines and has operated at Executive and Board level for a number of companies / subsidiaries.
Born in Northern Ireland, Angus spent some of his childhood in Pune, India and with BG Group has lived and worked in Argentina and Iran. He is married with three grown up children.

Programme Lead, CrystalliseDetective Superintendent Arman Mathieson is the Crystallise programme lead, which includes responsibility for the DII Local Operating Reference Model, Project Galvanise (focusing on proactive policing of the internet) and the Communications Data as a Platform (CDaaP) project (seeking to streamline, standardise and share communications data). Arman has spent the last 4 years working in cybercrime and digital policing. Prior to taking on this new role Arman was Gloucestershire’s Force Authorising Officer and Head of the Digital Investigations and Intelligence department, which included serious and organised crime, source handling, covert authorities, digital forensics and the digital intelligence unit.

Client Executive Police and Emergency Services, ATOSJon is the Client Executive responsible for Atos’ business within Police and Emergency Services. He leads a large multi-disciplinary team covering all aspects of solutions for this market including Digital Transformation, Technology and Integration Services, and Intelligence and Advanced Analytics. The team spans pure business consulting through to agile development teams as well as the delivery of secure ICT that supports critical national and regional services.
Within this Jon personally leads the Atos engagement with MOPAC and the Metropolitan Police. Previously he has been responsible for Atos’ work with the Home Office and has led the Public-Sector business in Scotland.
Jon is married with two grown up sons, with all the family enjoying anything associated with going up or down mountains.

Having worked for various banks and merchant banks his last City job was as Chairman and CEO of Guinness Mahon prior to its acquisition by Investec. He has been a non-executive Chairman, Director and Trustee for the last 17 years.
For 15 years he was a Director and Chairman of Spark Ventures, an early stage investor in disruptive businesses and those benefitting from technology change and the internet. He has served on the boards of companies involved in Technology, Electronics, Publishing, Renewable Energy, Investment and Marketing.
Having studied economics and politics he is especially interested in how change manifests itself and how change originates.

Chief Digital and Information Officer, HMRCMike is responsible for HMRC’s digital and data strategies, and all of the technology powering one of the largest digitally-enabled transformations anywhere in Europe. He’s also responsible for the running of one of the UK’s largest and most complex IT estates. Additionally, Mike is implementing HMRC’s move from a single IT outsourcing deal to a dynamic multi-supplier environment. This shift will ensure HMRC can deliver truly innovative solutions that make a real difference for customers, and get the best deal for the taxpayer.
Mike came to HMRC in 2014 with an impressive record of delivering transformational change. Before taking up his current post in October 2016, Mike was HMRC’s Digital Transformation Director. He led the design and delivery of digital tax accounts for customers, which are at the heart of how the Department is modernising tax. Prior to this Mike was Transformation Director at NHS Blood and Transplant, responsible for overseeing all change. He has also led major transformation in the Rural Payments Agency.
Mike is a Chartered Chemical Engineer.

Chief Information Officer, Surrey & Sussex Police; Chair, National Police Technology Council (NPTC)Neil’s role means that he is accountable for all the infrastructure, systems, people and policies for the effective, efficient and secure management of data, information and knowledge for policing in Sussex. He looks after Surrey, as IT is a shared service between the forces. He joined the two forces in November 2014.
His career spans over 20 years across a broad mix of public and private sector organisations, from leading IT for multi-national financial services companies to shaping the delivery of ICT services within the Houses of Parliament.
Neil’s expertise in integrating technology solutions and driving efficiencies through in times of great change, is called upon heavily as policing becomes more and more dependent upon IT to meet ever-changing strategic, tactical and financial demands.

Director, Vigilant Research; Author, Digital Policing ReviewStephen Roberts is a leading commentator on public sector digitalisation. Formerly the MD and chief analyst of Kable, the government ICT intelligence firm, he established Vigilant Research in 2015 to provide independent insight on policing, security and justice technology. Stephen works closely with the police technology community to provide robust, research-based analysis through the Digital Policing Review programme. His Capability Assessment 2017 report, published earlier this year, presented detailed comparisons of digital ambition across the forces, and he has just completed a paper on innovation and technology futures management within the service. Stephen’s current research objective is to determine the optimal strategy and scope for analytics platforms in policing.

Global Public Safety Lead, AccentureJames Slessor is a Managing Director and leads Accenture’s Global Public Safety practice focusing on policing, justice and intelligence. He brings more than 17 years’ industry experience to his role helping public safety organisations improve operational performance, achieve greater efficiency and deliver outcomes to the public.
He has a broad knowledge of the changing public safety environment, having led a diverse range of programmes across public safety. These include strategic consulting engagements such as efficiency and effectiveness reviews, workforce transformations and system requirements analysis, through to stakeholder and programme management on large scale transformational programmes, including the implementation of operational policing solutions. James has worked extensively across the UK Criminal Justice system with organisations including the Metropolitan Police Service, the Home Office and the Ministry of Justice. He supports many of Accenture’s public safety engagements across the US, Europe, South Africa and Asia Pacific.
James leads Accenture’s Public Safety practice which draws together the latest international insight to build new processes, technology solutions and drive innovation within policing. James has written extensively in leading industry publications on a range of policing topics including the use of social media, police information management, analytics and authored Accenture’s latest publication on Leading in the NEW in Public Safety.

Police and Crime Commissioner, OPCC Nottinghamshire; Chair, Police Reform and Transformation BoardFormer MP Paddy Tipping, Nottinghamshire’s first Police and Crime Commissioner (PCC), was re-elected with an overwhelming majority in May 2016.
Chair of the Police Reform and Transformation Board and the Business Enablers sub-committee, he is also the Labour lead for finance matters and sits on the Board of the Police ICT company.
He was asked to Chair the Governance Sub-Committee of the Specialist Capabilities Programme which is currently examining how best the Police can respond to new challenges in the changing policing landscape.
As an MP he undertook a number of efficiency studies for the then Prime Minister Tony Blair and was closely involved in the Lawrence Inquiry.

Previously he led the NAO’s value for money audit of the Department for Work & Pensions, including major transformation programmes such as Universal Credit. Before joining the NAO, Max worked as a consultant with McKinsey & Co. and has worked in the UK and overseas in a range of sectors including logistics, regulatory strategy, retail, climate finance, and health.

General Manager, AxonMarcus Womack is a member of the leadership team at Axon, where he is dedicated to transforming the enterprise software experience for law enforcement, public safety, and justice professionals. In his role, he works closely with customers to shape the development of Axon’s line of products and focuses on strategy and market requirements for Axon’s next generation of products.
Marcus joined Axon in 2013, after his company Familiar, where he was CEO and co founder, was acquired by Axon. Prior to that, Marcus worked at the startup iLike, which was acquired by News Corporation, where he served in varying leadership roles from 2007 to 2011, most recently as Vice President and General Manager of the Events and Ticketing business.
Marcus began his career at Microsoft, in product management, focused on building technology and online services in the areas of digital media and entertainment for products including MSN Music and Xbox Live. He holds a B.A. degree from Pacific Lutheran University.

Chief Constable, Sussex; Vice Chair, NPCCAs Chief Constable, Giles York engages closely with the Police and Crime Commissioner and leads the Chief Officer team for Sussex Police.
Giles started his service with Kent Police in 1990. He worked through many operational aspects of policing, going on to serve as the Area Commander of Medway and then Head of Special Branch within Kent Police. He had responsibility for the policing of the Channel Tunnel, the Kent ports and worked in the office of the National Co-ordinator of Special Branch.
Giles York was appointed as Assistant Chief Constable with South Wales Police in 2005, where his portfolio included local policing and force crime and operations as well as being the lead for Counter Terrorism for Wales and Serious and Organised Crime. He was also the Gold Commander for several significant force and regional operations, including environmental protests involving a number of forces.
Giles was promoted to Deputy Chief Constable in Sussex Police in 2008. He was Programme Director for Serving Sussex 2015, the Force’s change programme, which looked at ways of modernising the force to improve the service for the public whilst making £50 million worth of savings.
Giles is the force lead for Diversity and in this role he has established a network of force champions who lead internally and externally for different aspects of diversity. Giles’s work with the diversity champions has led to Sussex Police regularly being in the Stonewall top 100 employers.
He is the National Police Chief Constables’ Council lead for Workforce Development and the College of Policing Community Chair for Professional Development and Integrity. He is national police lead for Intellectual Property Crime and Digital First (a national programme that seeks to digitise the policing contribution to the criminal justice system making it more efficient and effective).
Giles also chairs the Niche Development Board which seeks to deliver the opportunity for forces to operate from a single, cloud based platform.
He is married to Sally and they have three children and two spaniels.
