(Virtual) A Cityforum Policing Series – Riding the Waves of the Digital Revolution

Cityforum has held six annual Digital Policing Summits, most recently in early December 2020. Following this event, with its considerable number of action proposals, we have been invited to arrange a group of virtual discussions on securing a National Digital Policing Strategy by 2025. We were originally approached by figures in the NEP who are particularly keen that we should focus on what is deliverable if the police, the wider public sector, politicians, officials and industry experts can work out how to be successful in ‘Riding the Waves of the Digital Revolution’. The intention is to point to performance improvements that satisfy both the police service and the general public.

The establishment of the Police Digital Service is of serious importance and this series of events is designed to coincide with its launch. It will examine its prospects in a period that will certainly be challenging in public expenditure terms. Action will be more problematic than usual in a situation where public trust in government is certainly not at its highest. Covid 19 has produced a revolution in digital working, the implications of which are not yet fully understood, but when threats to organisations and systems from cyber malevolence are growing fast, technology can deliver safety, security and efficiency. It is impossible, however, to be sure of fool-proof performance by the human beings who plan, run and respond to digital systems.

This series examines, from a number of important viewpoints, what key stakeholders see as the desired shape of a digitally enabled police service, defines what innovation actually means in the context of policing, and assesses what can be delivered for police and public benefit in an uncertain period when bold and revolutionary steps may have less value than steady improvement. It will be vital to be sure that programmes do not fail, as has too often been the case, because of poorly defined objectives, wrong decisions over who does what, and insufficient emphasis on measurable outcomes.  The police technology market is complex, without being huge, and the aim of successful collaboration should be possible through clever development of an approach that can overcome the governance issues that bedevil policing.
